"Oui Wine Bar, the restaurant within the winery incubator Southeast Wine Collective, will go on indefinite hiatus Sept. 12. The restaurant reopened to onsite diners in June, but with wine production beginning in the winery space and the winter months around the corner, co-owner Thomas Monroe says it’s 'not only irresponsible, but impossible' to continue operations with solely indoor dining. The team will run private tastings in the wine bar space, and the restaurant’s celebrated chef, Althea Grey Potter, will focus on a salad dressing company, Dress Up Salads. I can't say enough good things about this charming South Portland wine bar. Owners Ben and Sharon and their staff take great pride in providing the best customer service experience. The space is beautifully decorated and is an ideal location for date night or meeting up with friends. The wine selection is impeccable and staff are happy to make recommendations if you are looking for something special or just want to try something new. The menu offers small bites and full entrees. The cheese board is phenomenal. The Thursday night tastings are fun and educational. I also recommend checking out live music that is currently offered every Friday night.

Great vibe! We were seated promptly and got a bowl of the popcorn as the free starter. They were out of clam chowder but they had a great menu. I wish there were dessert options but maybe it's better for me that they don't. At first we had to flag someone down if we wanted water, but then they filled up our glasses before we even noticed they were getting low. Highly recommend the wine!

This review is VERY overdue. I lived in south waterfront 2019-2021 and frequented Frank as much as possible- through owner transitions and all. Ben, Sharon, and crew have done a fantastic job with Frank and the food pairings and offerings are amazing. Although I no longer live in the area, I have lasting friendships from this place and Frank is very near and dear to my heart. Love supporting an Asian owned business in Portland, and I hope everyone gets to experience some of their magic.

My sisters and I enjoyed a fabulous experience at Frank Wine Bar. The owners were both extremely friendly and helpful, providing excellent service throughout our visit. It was wonderful to see them stopping to engage with the customers and not just rushing in/out. One of the owners worked with my sister to choose a wine based on her interests. It needed to be chilled, which they kindly offered to do. In the meantime, he brought us a sample of another wine. They were both wonderful! The food was all amazing as well! We had the mouth watering French onion grilled cheese, the Polenta with meat sauce and the Spring Pasta. We loved all of the items ordered. I wish I had taken a photo, but the Spring Pasta was so colorful and fresh. Lastly, the patio tables are set back from the street and in the shade, so it was a lovely escape from the afternoon heat. We will definitely be back!

The best spot on south waterfront! The food is consistently delicious, and the service is always incredible. The atmosphere is relaxing and cozy, perfect for a date night or quiet dinner with friends. The wine and food offerings are often updated, so I love going there to try the new specials. The outdoor seating is very dog-friendly and intimate. Highly recommend!

A very chill wine bar with great ambience, and a big selection of wine and charcuterie, but also dessert to go on the side. They have live music every Thursday. Mostly in the very kind and helpful staff with smiles all around. I really recommend coming here on Friday or something or when they're hosting some events or live music because it's really chill and a great way to end the evening after a long day.

What are ya waiting for? This South Waterfront wine/foodie bar is really amazing. The owner says Frank is an adjective so frankly speaking GET here and have a great time. Ben, the NEW owner is a classy local owner who knows his stuff:). A local Reynolds High grad, his tastes and offerings travel from world class wines to tasty foodie accoutrements. I even learned a few phrases in Italian. Every Thursday at 5:30 he hosts wine tastings. Stay, taste, mange and chat with your neighbors. As they say GO LOCAL! Every Friday, Ben has a local musician Adlai Alexander who plays a jazzy guitar with familiar hits from the 60-70s. Enjoy your community, wine and lofty jazz guitar. They take table reservations, so my Friday night is taken care of. Tonight,however, I enjoyed the Bruschetta con Prosciutto. Paired with a "glass" of Frederic Lorne's Commandeurs '21 Chardonnay. It was so smooth and silky that I had two--please don't tell my Mom! But then she is in Heaven watching me enjoy myself immensely. I did buy a bottle to take home for Thanksgiving. I just hope I make it that long without opening it! The wine order came with a bowl of delicious rosemary and garlic infused popcorn. They offer a tiered wine club including fabulous wine selections from all over the world. If you want to take home a charcuterie board, snacks or dinner options you can easily order on line for pick up. So, obviously, I highly recommend stopping by and staying. Parking is available either in the street or OHSU parking lot. The Portland Street Car also stops nearby. Cheers!

The good: * Service is prompt * The quality of the food is better than expected * Bread and crackers are served with the soups The bad: * As a music venue, this place is absolutely TERRIBLE * Outdoor seating is a disaster * Despite the overall friendliness of the service, it can be pretty inconsiderate and penalizing * Parking is very limited and is very challenging (please take some sort of public transportation if you decide to come because you likely won't find anyplace to park) I came here to see a good friend perform, and they had him performing outside. This is a HUGE disservice to the musicians and those who make an effort to see them. There is a single column of tables outside that runs parallel to the building, and they put the musician at the top of said column. This makes it such that only the first table can really see the performer. Once the sun goes down, the street lights behind the performer basically put them in silhouette. Street lights? Yes. The musicians are also competing with the sounds of cars, trucks, the Portland Street Cars, skateboarders, city tourists on Segways and scooters, etc., in the street behind them as they perform. There's also a nearby park with enough that seem to use it as their bathroom, so the stench of urine wafts over to the outdoor dining area frequently. About halfway through my friend's performance, one of the owners asked me if I would "do them a favor" and move two additional tables further away from the musician because the party at the table one closer to the musician were expanding, so they wanted to move my table next to theirs. I get that, but since the other table was loudly chatting and didn't demonstrate any interest in seeing the musician, to me, it would have made more sense, and irritated me less, if they'd moved the other party to accommodate their increased number. If you come here to get food and / or a beverage, and are fortunate enough to be seated inside, you'll probably have a FAR better experience than I did. I'd probably have had a great time if that's what had happened to me. If you're considering being seated outdoors, DON'T! It is just not worth it.

Great spot in the south waterfront area -- fantastic selection of wines from around the world with unique finds. Haven't tried the food yet, but the wine tasting we had was informative and accessible, all in a comfortable and beautifully designed setting. Service was prompt and friendly, we were seated immediately and never had to flag a server down as they were very attentive. Lovely wine bar to end the day with a glass and enjoy the warm weather, highly recommend!

What a gem! Fabulous selection of wine and delicious eats, Frank Wine Bar is the perfect place to meet up with friends for a flight or for dinner. With seating inside and out, wine by the glass or bottle, and a menu with charcuterie, salads, sandwiches and entrees, there is something for everyone! After passing Frank Wine Bar numerous times while out for my walk, I decided to venture in to check it out. I was greeted warmly immediately upon entering. I explained that I wasn't there to eat, but to take a peak at the menu and peruse the shelves of wine. Sharon handed me a menu and let me know she was available should I have any questions. A week later I returned with friends for wine and charcuterie. We ended up staying for dinner! The atmosphere is smart casual and very inviting. The food is delicious! And the wine pairings just fantastic. The staff is available to provide recommendations. Everything about this quaint wine shop/restaurant is 5 star! Will definitely come back and I'm already looking forward to warmer weather so we can sit at the tables on the sidewalk.

I was really unhappy with my experience here. I got a flight and a grazing board and I found both to be small portions, low quality, and severely over priced. I went to Growler Guys across the street and the pours were heavy, the food was great, and the tab was half the price for significantly more food and beverage. I will not be returning to Frank's and I wouldn't suggest it for anyone else either.

It is great to have this wine bar in the South Waterfront area. There are some nice wine options and a few beer selections, as well as interesting nonalcoholic drinks. During a recent visit in May with work colleagues we ordered the grazing board and farmer's cheese dip for nibbles. The board was good but needed to have more on it. The cheese dip was underwhelming. Overall a convenient and nice place to hang out after work nearby. I plan to return.

It's amazing how new ownership can change the whole atmosphere of an establishment. :-) This is exactly what has happened at Frank! New owners/managers who are open to change that fits in better with the neighborhood this business is in. They really try hard to bring in business and it shows. Super welcoming, new menus, side walk tables etc. I had not been to Frank's for over five years due to the previous owner/management. It was just not a friendly place to go. Things were just not right and I know several people that quit going. So happy to see a small business revive itself especially in these times. Best of luck to the new owners and thank you!

Wow! Magnificent service! Rosé on point! I believe it was the owner himself who served my friend and I. Hospitality was on !!! The cheese plate was simple and just what we needed with a hint of the habanero jam. Was just perfect. Definitely returning to this lovely place! And the decor... loved every bit of it! Oh and how did I forget the cold brew? It was delicious!

Service is not good. Owner is rude, Chef is entitled, some staff members are young and inexperienced. I live right here and have been multiple times, the last 3 visits have been embarrassing. I will no longer introduce new people to this business. Slow service, not friendly staff (mostly), very limited menu and will not accommodate food allergies or bring extra bread for dips etc. Not worth checking out with so many other great spots in Portland!

blown away by this place! i cant believe we didnt stroll into here sooner! so glad that we did. lovey lives around the area, so we decided to pop in for a late bite on saturday around 830 PM. the place closes at 9PM but they welcomed us in with open arms; so of course we had to buy a bottle hehe they have a really great deal where you can get $10 off (corkage) if you get a bottle! there is a vast selection of all kinds of wines inside on the shelves that customers are able to pick from. the staff is great at giving reccomendations if you arent sure which to pick as well. there is ample seating, both indoor and outdoor! we opted to sit outdoor since the weather was nice. they were really nice about allowing us to sit past 9 as they closed up for the night. we werent too hungry, so we ordered the frank salad and snack trio to go with our wine. all of which, were super delicious and worth the prices! the service was exceptional! truly above and beyond. zoe and shannon (or maybe it was sharon, sorry i am horrible at names) were always super attentive and both were an absolutely delight! they couldnt have been friendlier and we have already made plans to join the wine club here lol we were told that they also often have wine tasting nights on thursdays around 5-7! this area usually has a farmers market on thursdays too, in case you want to make a day out of it! again, big thanks to all of you! we will be for sure be returning again soon ps. thank you for the complementary popcorn

I love this place! I've lived so close by for too long without ever going in. I pass it on my daily commute multiple times and perhaps thought to myself 'maybe tomorrow' all the while thinking it's so close by I'll get to it at some point. Well, I finally took the opportunity to go in and I'm glad I did. I'm knocking a star because the selection is limited. Very limited. It's a partial bottle shop, wine bar, and flower shop, but in all of these areas it feels incomplete. This is not a place to come try and find the perfect bottle (or flowers, for that matter) for any occasion. It is is a great place to come in for a glass of something a little more unusual that you may never have experienced. Doing so in a nice atmosphere among friends, all the better! Keep in mind there's a steep corkage fee for their own bottles at $15. Part of me wondered if it would be better to just bring the bottle home and save the $15, but ultimately realized that fee pays for the pleasure of sitting in the nice room. Sometimes I just want to drink wine in a nice space I'm not in every day. And when it's less than 5 minutes from my front door, how can I say no?!

Finally got to check out this wine bar on a Saturday afternoon and it is lovely! Our server was so welcoming and kind. The atmosphere was peaceful and tasteful. We enjoyed a very nice bottle of red wine and split a scrumptious charcuterie board and a super yummy French onion grilled cheese sandwich. Makes my mouth water just thinking about that sandwich. Wish I had thought to take pics. I'll definitely go back!

I am so happy that this place is open, for outdoor and indoor dining!! We happened to go right when they opened and saw the owner in a meeting discussing new wines, it truly showed how dedicated they are and how much they value what they are offering their customer. Nothing is random, it's very well thought out and I can trust whatever they recommend! Had the Frank Salad with the recommended rosé and it was delicious! Service was incredible, their popcorn was a delicious pre-lunch little snack. The salad was so filling, but didn't sit heavy and it came with two slices of panini toast . Definitely would go back again for a late lunch/early dinner. COVID restrictions were respected and customer safety was assured.

Read in S Waterfront newsletter that Frank on S. Bond had new owners and a new menu. Went this evening and it was wonderful! First to note, in the time of Covid, it felt very safe - we sat outside and when we went in to order, the staff had masks and there was plexiglass separating us. We also saw them sanitize each table after a guest left. The wine was very good and so was the food which wasn't something that was served here before. We had bruschetta and the cheese plate which were both a generous size. Also saw people eating the pasta salad which looked good and we'll try next time. Finally, the staff was so nice and it was such an enjoyable evening. If you're looking to support a local business and want to have some wine and just relax a bit, I highly recommend!

We had come out to this area to do the tram and were looking for a place nearby to have a glass of wine and relax for a bit before our trek back to downtown. Using my handy dandy Yelp app we were excited to find this place. It's actually a cute place.. kinda combo garden store/wine bar with some tables and seating. The sad part was the service was severly lacking. The gentleman at the cash register didn't greet us and when my friend asked for a wine recommendation and asked what's good his response was 'not much' (?) It was very strange. As it turns out the wine selection was actually pretty decent. They obviously specialize in Franco wines and a few local wines, but it would've still been nice to get some assistance/input w them. The food options were very limited at best and we settled for some of the free popcorn, which although free was also stale so that was a fail. :-\ The one other thing that we found a tad bit odd was the unfriendly gentleman who served us spent most of the time seated outside smoking instead of in the store to see if anyone needed anything. Just an overall lack of service. Also, we could've easily taken off w some merchandise if we wanted as he wasn't even looking into the store when he was out smoking. Not sure if he is the owner but if not, someone needs to keep a better eye on their employees. :-\

I came here during the day when it was a pop-up coffee shop and tried the Mexican Mocha, which was delicious and beautifully made The music was great, and perfect to sit down and work to. At night, Frank is a bright and cozy place to drink wine and catch up with friends - it has such a unique and inviting atmosphere and I would love to come back!

Got an awesome Tempranillo. Hito C21. They had a wide selection of reds and whites by the glass. The server helped me pick the perfect wine in a warm and informative way. They have a small menu of snacks or free popcorn to go with your glass. There are three beers available if you can't stand good wine. Cozy industrial interior. A very large spruce in the corner with exposed ceilings and my new all time favorite wall paper. After a couple of glasses I wanted to pet it. Also lots of bottles for purchase to take with you to go. They will open one of the retail bottles for $10.

Stumbled in here on a Sunday evening after I tried to go to Muselet for dinner but sadly discovered they were closed, along with every other restaurant within walking distance on the South Waterfront. Why is everything closed on Sunday down here?! Well we sought refuge from the cold at Frank's. I had somehow never even seen this place before and I am down here often. I was very pleasantly surprised! It's an adorable wine AND flower shop! They have a few snack items too, including Castlevertrano olives (my FAVE), and an interesting dish we had that was a Parmesan salsa served with crackers. The woman assisting us was very pleasant; I think her name was Monica. I will definitely come back!

We lived in the South Waterfront when Frank opened and not only was I thrilled then to have a great wine spot in the neighborhood to dine in or take out. But now that I have moved out of the area it has become a destination for me and my girlfriends whenever we are back in that neck of the woods.The owner Ezra is super laid back and very knowledgeable about wine. Wine is complicated. Usually the overall experience is paired with ambiance, food, music, and good company. Food was pleasant. Your basic staple of meats, cheeses, and carbs. I would opt for comfortable chairs or couches. Feels like a coffee shop with wine. Scent of flowers enhances the tipsiness. Great location! Street parking. Pay till 7. Get your wine on here, then migrate to a proper restaurant.

I really wanted to love this place. A while back, I frequent Frank's to pick up bottles of wine for gifting. My last visit, however, was a disappointment. Friday night, busy night for Frank's, almost all the tables inside is occupied. I ordered a Burgundian. It has a Volatile Acidity or Brettanomyces to the nose, I am not sure which one but it was very repulsive. I asked Ezra to identify that smell and he told me, in a mumbled tone, that "it's fine". Well, I let it breathe for some time, swirling and smelling it hoping it will dissipate. It did not and every time I stick my nose in the glass to get ready to sip the wine, I was repulsed and could not take a sip. Everyone in my party had a similar reaction. We picked another bottle and asked Ezra to open it because we are not enjoying the first bottle. We asked Ezra to give us fresh glasses to use with the new bottle, considering the ones we have are filled with unpleasant wine. He quickly responded, "I don't have any clean glasses". I kindly ask then to rinse our glasses instead. Well, He took them and dumped the wine and quickly returned to our table to bring the glasses, not rinsed! In the end, he showed no interest in giving us a good experience, never asked about the full bottle that we did not enjoy, and never offered anything to correct a bad experience. It was a true disappointment. Never will I come back and never will I recommend this place.

This place is the little French cafe that the South Waterfront was missing. It's a fun place to share a bottle with friends after work, but I also like to go by myself, order a glass of wine and a cheese plate, and flip through one of their copies of The World Atlas of Wine. They also have a TV on the wall so it's a fun way to watch a basketball game without going to a dive bar. When I first walked into this place a little over a year ago, I knew little about wine but was interested in learning more. The owner, Ezra has helped me broaden my palate through store tasting events and his recommendations, made simpler by the fact that he curates his wine inventory like a gallery owner. The selection looks small, but that is because the store is full of gems, and not all of them are expensive. I've had a lot more luck picking out an enjoyable inexpensive bottle of wine here than I've ever had at the grocery store. That being said, he knows a lot about wine, especially French wine, and he carries some exquisite options should your budget allow (he can also make custom orders). The flowers are co-owner Kristi's forte, and she pairs traditional flowers with tree branches and thistles, leading to beautiful works of art. I had her make a custom bouquet for me recently (you can bring your own vase if you have a special one) and the result was the most visually interesting flower arrangement I've ever purchased. I'm happy to say that many of my friends and I are regulars here. It has made the South Waterfront feel more like a neighborhood, and I like supporting a local business. It's our "Cheers"!
