Portland’s Best Seafood Restaurants and Food Carts | Eater Portland

"Few places have a more profound respect for the deep fryer than Scotland, which dredges most of its regional cuisine in a thick batter and drowns it in boiling oil. The titular Scotsman at the fryer, James, hails from the seaside town of Ardrossan, and his approach to fish is so quintessentially Scottish they might as well come with a complimentary splash of North Atlantic brine (there’s even haggis on the menu). The batter here is more robust than the American style, and the aptly named chips are chunky geometric shards of potato. Both come out of the fryer piping hot and deeply satisfying, even before the obligatory hit of malt vinegar." - Ben Coleman

The Best Fish and Chips in Portland, Oregon and the Surrounding Suburbs | Eater Portland

"This Beaverton food cart is thoroughly Scottish in style, serving its blonde-fried cod or haddock next to some thick-cut chips and a can of Irn Bru. The cart does stray into broader seafood territory, however, with things like snapper, mahi mahi, and halibut. The Frying Scotsman is also one of the very few places in the area serving haggis, the classic offal dish with suet and oatmeal." - Brooke Jackson-Glidden

10 Outstanding Offal Options in Portland | Eater Portland

"Sure, fish and chips might be more popular, but this Beaverton cart is one of the only places in town where the curious can try the famous Scottish mix of offal, oatmeal, suet, and spices, traditionally steamed in a sheep’s stomach. Here, it’s battered and fried and served with fat-cut chips. The cart is open for takeout and delivery."

Google
Outstanding fish and chips! Some of the best I have ever had! I got the halibut and it was absolutely worth it. The fish was cooked perfect. The batter stuck to it and was thin and crispy while the fish was still flaky and moist. Really outstanding.

Lauren Deming

Google
I’m super happy with this meal, not just with the amazing portions but also the taste. The chips were perfect and the batter on the fish was just as good. The coleslaw on the side had a bitter, tangy bite that paired well, plus the tartar sauce I could eat by itself. I tried some of the HP sauce with it and will most likely be purchasing a bottle online. Perfect meal, I can’t wait for the next.

Google
Man.. best fish and chips I’ve ever had. Don’t know what you want, ask and he’ll steer you in the right direction. Also.. loved the the look of his store front.

Hannah Green

Google
I really like the halibut. It was $18.50 today for the regular size. It was super crunchy and the fish was nice and flaky. I didn’t love the chips, they are very thick and not crispy. You can add your own salt and pepper to it. It comes with small containers of what I think are coleslaw and tartar sauce, but I didn’t try either one. The guy working was pleasant to interact with. I was unsure how long the wait would be or when to know when it was ready, so I just hung around the cart and he pointed at me when it was ready. It was not a long wait and it is Saturday.

Google
Everyone always talks about the Fish&Chips pod in Vancouver. I’ve tried it. It doesn’t come close to comparing to the Frying Scotsman. The breading on the Cod or Halibut is amazing! Perfectly crispy on the exterior yet, the meat still tender and moist. Priced a bit higher but you get what you pay for. As the portions are quite large. He’s not one for conversation but cordial. We have eaten there over a dozen times and the fish and chips are on point Every. Single. Time. A must if at BGs.

Josh Davis

Google
Light crispy with food flavor. Would be a 5 if it wasn't so greasy. This was the 8oz option. Big portion. One of the best, regardless.

Google
Stopped by for lunch today. Tried haddock for the first time. I usually go with cod. Haddock is a denser fish. Flavor was good but it was not light and flaky to my liking. I was trying something different. Going with cod going forward. Customer service was great and they have many different types of fish options. I do recommend this place.

Savannah

Google
This little spot is insanely delicious. I'm so thrilled to have stumbled across this gem of an eatery. Gluten allergy kids rejoice because they have a gluten free batter option! The cod is cooked to perfection..crispy on the outside and flaky on the inside. The chips, coleslaw, and tarter sauce are the perfect complement to the star of the plate. The small but mighty food cart is located inside a food cartel that offers picnic tables to enjoy your freshly cooked meal. You can also take your food to-go if you wish. Next time you are craving fish n' chips, stop by The Frying Scotsman. It will not disappoint.

Yelp
Best fish and chips I have ever had. Bar none. This place is great - 5 stars with caveats. Delicious fish and chips, minus one star for being out of haddock (classic option) and mushy peas at noon on a Saturday. Seems like prime time for a food truck to be in stock but I get things happen. Minus one star because I don't care that it took a long time for my order but I'm pretty sure the chef/owner has no intention of tracking whose order is whose. So it's a bit chaotic, and a bit like hunger games trying to figure out amongst the waiting public whose cod is that one that finally came out. Plus 2 stars for the hilarious grumpiness of it all - I see some bad reviews for the service and I thought it was fantastic. Not off putting - just a grumpy scottsman making the best darn fish and chips I've had in my life. He should just go all the way and make it one of those places that insults you for tips. If you like fish and chips - try this place. Have monitored expectations on service but I promise it's good. Like want to get this every day since I had it good.

Yelp
My love for Fish and Chips began when I went London almost 20 years ago. It was surprising to find one of the best versions I've had in Beaverton. The Frying Scotsman offered various fish options. I have only ordered the Large Battered Cod Fish and Chips (5 stars) because I prefer the classic choice. The quality and quantity were impressive. The large portion was big and shareable. The first time I got it I really thought I got an extra one by mistake. I reheat my leftovers in the oven. I prefer my fish and chips with malt vinegar, but this one doesn't need it. It was seasoned well enough that it was good as is. The delicately crisp batter had just the right thickness that complemented the fish. I prefer skinnier fries, but I liked these thicker and wider cut chips that were like potato wedges. It can sometimes feel greasy, but I'm definitely not counting calories when I indulge in this meal. It appeared to be a one person operation unlike the other food carts. It's been that same nice guy multitasking different orders. It's made to order so there is a brief wait before getting the hot off the fryer fish and chips. This food cart with 4 star service is one of my favorites.

Yelp
I keep forgetting this place exists, and yet; every time I chance upon it I'm very surprised . Food is good, MUCH better when it's hot (I was In a rush so didn't get to eat it until it was lukewarm, which is my fault. The owner is umm... how do you say "not a people person but makes really good fish n chips" in English? Because he is that. I tried two different dishes with one being the snapper... it wasn't my favorite , the haddock was really nice, even when it wasn't hot. I would like to try their halibut someday.
google avatar

Dawn F.

Yelp
One of the few places you can find haddock and snapper fish and chips. Freshly breaded, fried and delicious. Would definitely come here again if I'm in the area.
google avatar

Connie C.

Yelp
This is the best fish and chips in Portland Oregon. The owner/operator is a no nonsense gentleman that works so hard, can be a little curt but cooks the most tender and crunchy fish this side of Scotland. We are beyond pleased he moved out of Portland and is now in Beaverton! We usually get the Mahi Mahi tuna fish and chips. Always perfectly crispy and flaky inside. The chips are rough cut and a perfect accompaniment to the fish. Just go... I PROMISE

Kathryn B.

Yelp
The Fish and Chips were excellent! My only complaint was the lack of parking. I parked illegally after going around the block twice, and my son went in and got our food. We both highly recommend the Frying Scotsman!
google avatar

Michael S.

Yelp
Man, do I love this place! From that late great food cart pod across from "City Target" to that outstanding Beaverton food cart pod behind City Hall, this guy has held it down! Best, authentic fish and chips served in ample portions with homemade chips. When I was a kid, my USAF Dad was stationed at Lakenheath AFB in Great Britain. That's where I fell in love with fish and chips served in newspapers. Forty years later, I tried this place and was hooked. Authentic food prepared and served by a real Scotsman! My lunch today was perfection. Thanks again! Oh...and his prices are a bargain considering the portions.

Yelp
I Like Going To The Frying Scotsman Food Cart For Some Of The Best Fish And Chips And The Person That Works There Does A Awesome Job.When I Go And Get Fish And Chips I Like To Get The Halibut Fish And Chips And On The Menu It Says Market Price So You Are Going To Pay Around Thirty Dollars For Halibut Fish And Chips.I Like To Try The Other Dishes At The Frying Scotsman And The Other Dishes Would Be Really Good And If Are Looking For Good Fish And Chips You Should Check Out The Frying Scotsman You Won't Be Disappointed Because The Frying Scotsman Gets Really High Score And The Reviews Are Really High So You Should Check Out The Frying Scotsman.

Yelp
I've been to this food cart a few times. Love the food, it's super tasty. Good things take time, and depending on what you order, it may take some time, But it is so worth it!

Fred M.

Yelp
This is the real thing! While in Scotland, a few years ago I probably had fish and chips ten times in a two week period, so I consider myself a minor expert. The fish and chips from "The Frying Scotsman" food cart in Beaverton is the best tasting and most "Scottish" fish and chips I've had since my return. The chips (aka french fries) were great, but it is with the fish that the "Scotsman" really shines. I ordered a large order of haddock, the standard in Scotland, and was rewarded with a huge order of perfectly coated and fried fish and chips. He has vinegar and ketchup for the fish and chips, but I like lemon on my fish, so I just bring my own lemon from home. Because this is fried food, you'll want to eat it right there if possible. The food court provides outdoor seating with plenty of shaded tables. If you are are craving authentic Scottish-style fish and chips, you need to check out this place immediately.
google avatar

Raheem A.

Yelp
To conclude our first night in Portland, we decided to check out the popular BGs Food Cartel outdoor food court. My son was in the mood for a burger and tots (in retrospect we should have gone with his decision), and we were in the mood for seafood. I did a quick Yelp review and saw The Frying Scotsman Fish & Chips had solid reviews. Upon walking up to his establishment, he greeted us and asked what we would like to order. Since we have similar tastes, we both ordered red snapper and chips. My wife being the unofficial chef that she is, observed him preparing the meals. One thing that she noticed was that he did not use any kind of seasoning. With that being said, we were optimistic and confident that he had some magical touch that would make the fish delicious...boy were we wrong! The size of the two planks of fish was pretty impressive; however, that's where the good things end. The fish had absolutely no flavor and was extremely greasy. Unfortunately, our Airbnb did not have a stove, nor was it equipped with a line of chef's seasoning. Therefore, we could not bake away the grease and season the fish to our likings. However, one would argue that a meal that you purchase from a restaurant should not need to be "doctored up." If your desire is to have seasoned fish and fries, I HIGHLY suggest that you look elsewhere.
google avatar

Karun O.

Yelp
Everything was deep friend and greasy. Even the bangers were coated in breading in deep fried. The mustard was the good part of the dinner.

Yelp
I was looking for food that we really don't have a lot of in Hawaii and I saw fish and chips! OK, here we go. I didn't really want to eat that much so I asked what a "portion of fish....chips....." was - like how much? Apparently there was serious miscommunication on my part as he said it's a portion of fish and chips.... uh...... ok..... kind of in a scowling manner. Kind of like if I asked Scotty if the enterprise that Picard flew was better than Kirk's! We all know the answer to that one! So to save face, I just said, give me fish and chips. He didn't look at all happy that I was there and asked such a mundane and lame question. He said it would take a few minutes. In the meantime I checked out the awesome group of food trucks! In no time, I was called back. This time he was smiling so go figure! I guess he was happy that the fish and chips came out good I guess???? I took it back to the hotel and there was a huge piece of battered fish and fries. I liked the big fat fries as they kind of reminded me of Dairy Queen of long gone days. The fish was fine - nothing wrong, but I have had better in the Bay Area. All in all, at least I had something that I hardly get in Hawaii. Nice!

Yelp
I'm a BIG fan of fish and chips, and "The Frying Scotsman" makes a delicious battered haddock and chips. Fair prices with generous portions and it was served up crispy and hot and so delicious; and, the mini coleslaw was dang tasty, too!! Service was professional. This cart is located in a spacious food cart pod called BG Food Cartel in Beaverton. The space has plenty of outdoor and indoor seating to choose from. So, delicious food WITHOUT the air of pretentiousness. Give them a try if you enjoy fish and chips.
google avatar

Vida P.

Yelp
We've been ordering his Panko Halibut for at least the last couple of years and it has consistently been the best fish and chips ever. I also love the food cart area - good open area and love the beer hall as well. One of our favorites in Beaverton!
google avatar

Hossein P.

Yelp
Very nice guy. The fish is always fresh and he does a great job frying it. All fish are good, but the halibut is the best in my opinion. The tartare sauce and chips are great compliments. I highly recommend it.
google avatar

Rae J.

Yelp
Some of the best fish and chips in Oregon! One of my kids requests this for her birthday dinner every year! All the fish he has is so good but the haddock is really exceptional and not something you can get in most other places around here. Love the curry and mushy peas too!

Kaitlyn G.

Yelp
Super crispy and fresh. Very worth it. $14.50 for plate and extra side of tartar (which was delicious)
google avatar

Carolyn L.

Yelp
We ordered the cod today. Fish is very fresh and flaky and juicy but just a little bland. However it's still better than many places. Personally I'm not fond of the chunky fries. But my husband loved them. Finding parking around the food cart pod is a little tricky. Took us a while to find a spot.
google avatar

Catherine C.

Yelp
Great, wonderful fixture at BGs Cartel. It's the only place I'll get fish n chips from, now! Grab extra coleslaw and tartar sauce and do give the deep fried Mars bar a go.
google avatar

Arun S.

Yelp
Fish and chips here is the best I have had in a while. I took large portion of cod fish which comes with 2 big fillets. Fish is juicy and batter with which it's made is incredible. Do have it warm then and there else it can get soggy. Do try this place out
google avatar

Jamie C.

Yelp
Great gluten free fried fish. Super light and crispy, flaky and flavorful cod. It's a little greasy, so just pat it off a little and go to town. Huge portion for the small cod as well. I can't imagine how big the large is. Easily can feed 2. Would return! Lots of options in this pod and lots of places to sit.
google avatar

Sarah C.

Yelp
This cart moved to BG's Cartel somewhat recently. The food is prepared and served by an actual Scotsman. The huge portions are freshly fried and nicely crisp. It can be greasy, yes, and it is heavily battered, but it is also delectable. The tartar sauce especially is delicious. I don't often crave fish and chips but when I do, there's no better choice than The Frying Scotsman.
google avatar

Betsy G.

Yelp
Best fish and chips I've ever had! I got the halibut, which was pretty expensive, but worth the splurge. Huge pieces and the batter is divine. I didn't care for the title of the sauce, but the coleslaw was amazing and that's what I dipped my fish in.
google avatar

Flory W.

Yelp
My order was the Cod Fish & Chips. See photo - of how my batter was falling apart, when I started eating it (specially the one underneath). It was crispy & greasy! Hubby ordered the Mahi Mahi Fish & Chips. The fish that was fried was very tasty. The fries were substantial, cooked OK and crispy on the outside edges. They were ready very quickly, despite the fact, there were many people were waiting. They were large portions. Negatives: Coleslaw that came with was 3/4th of a sauce-size plastic container (very tiny). No utensils were visible or offered, but available when asked. Fries cut too big for my taste! (Taking them home, re-cut, toasted oven for additional crispy). I didn't care much of the tartar sauce!

emma d.

Yelp
We get takeout from here every time we visit the neighborhood and it's always amazing! My favorite place to get fish and chips - the Pablo halibut is my favorite but honestly every fish we've tried has been good.
google avatar

Janet D.

Yelp
I found this place in 2010 when I first moved here and dream about it all the time since I moved! It's the best fish and chips I've ever had and it reminds me of getting fish n chips as a kid wrapped in newspaper with a health dose of Malt Vinegar. Light, fluffy, crunchy steaming hot, and insanely good! The chips are crisp on the outside and creamy in the center. On a chilly rainy day in Portland you can't beat it! I will be back and continue to point people here it's that good!
google avatar

Anthony M.

Yelp
Great food cart in BG Food Cartel. Seems to always have a little bit of a line. The coating on the fish is not too thick and really adds flavor rather than being the flavor.
google avatar

Demitri R.

Yelp
Love this place. I'm new in town, so I don't have anywhere to compare it to, but the the food is hot and fresh every time I go. Prices are great considering the quality of food and the huge portions. Wait time is short and there's free parking in the lot across the street. This is a great place to have a solo lunch but it's also family and pet friendly. Some camping tables are set up near the entrance, so you could stay and dine there or take some food to go. The chef is an authentic Scotsman with a lovely accent who knows how to give service with a smile. I've made this my go-to place for fish and chips.
google avatar

Tristan H.

Yelp
the best fish & chips i nasa ever had, and i've had a lot. this dude is a national treasurer y'all!!
google avatar

Alisa B.

Yelp
The best fish & chips I've ever had?????? I was pretty excited to see all the hype around this kiosk at the BG Food Cartel. They have a variety of fish, but I had to go with the classic cod. It took about 5 minutes and the man running the shop was friendly. I ordered the large, which is 8 oz. of cod. When I got my order, I was expecting 4 pieces of 2 oz fish. Instead, I got two HUGE 4 oz. pieces of fried fish! HUGE! The batter was flavorful and crunchy. Not overly greasy and the potato wedges were the perfect thickness. So yummy!

Tommy D.

Yelp
+1 for all of the good reviews. Big portions ($19 for a full size) of cod and chips. Hand battered right to order and was cooked and ready to go within 10 minutes. The only downside is the oil was a bit on the older side, so it didn't crisp as much as I could tell it could. Either way it was straightforward fish and chips aka the best way to have it.

Neilford R.

Yelp
Good food and good sized portions. And they have gluten free! Our go to place for fish and chips.
google avatar

Yelp
A great early dinner on a summer evening, just be prepared to smell like a chip shop for the next 24 hours!

Yelp
I am going to say that trite yelp thing, I wanted to love it. I did , really. I have been eyeing it for literally years but the timing was always off. The stars finally aligned and I was here on a Saturday evening with my chauffeur, who was hoping for fried fish perfection. We got a small red snapper and a small cod, and split it to try both fish. They each came with one big piece of fish and a pile of chips and a teaspoon of coleslaw and a container of tartar sauce. The fish was nicely cooked under the batter, the batter was crunchy, it wasn't too salty, but it was just very very oily. So were the chips. They were nicely crispy but just not drained enough.Chauffeur speculated maybe the oil was not hot enough. Neither of us tried the coleslaw. Chauffeur only eats my mom's (or mine , now, RIP mom) and I cannot eat much raw stuff right now. The tartar sauce had big chunks of pickle in it, I loved that. I might try it again, maybe earlier in the day? It is all the man does, the fish itself was perfect. Maybe it was just an off day. Chauffeur says 2. I'm gonna say 3.
google avatar

Paul W.

Yelp
Probably the best fish and chips I've had since I was in Great Britain. Top notch. Cod and Chips
google avatar

Shane W.

Yelp
Finally got a chance to try this cart this weekend and wasn't disappointed, it tastes like genuine chipper food from the other side of the Atlantic. I hadn't tried haggis deep fried before, but it's a great combination. The batter was sensational and the chips perfect when drowned in malt vinegar. Looking forward to trying the battered sausage and fish given that this cart is definitely the real deal.
google avatar

Sara H.

Yelp
The absolute best fish and chips i've had. No fuss or frills, just consistently good food. We always get the halibut. The market price pricy, but it's sooo tender with zero fishy smell. A splurge, but oh so good. The batter and fry is light and crisp, with great all around in texture and flavor. And the tarter sauce is well balanced and tastes homemade. We usually order one extra tarter sauce. I add malt vinegar for that umami factor, yum! And if you love potatoes, like i do, you'll love his thick chunked fries. Once, awhile back, my fries had a fishy oil taste, but no more, yay! For sometime now the fries have been fantastically freshly fried and satisfying. I'd like them salted a little more, but no biggy, as i typically enjoy more salt than most and it's easy to add as desired. I'd like a bigger serving of the complimentary side of yummy cole slaw, to help cleanse the palate more often, and bc it's challenging to share, but we make do. I bring all my visitors here, and they all love it, and ask to return. A top pick for us at the BG m's Cartel food trucks! Consistently tasty...thank you Frying Scotsman!

Tony W.

Yelp
By far the best I have found in the Metro area. I have to travel from Gresham to get it but it is worth it.
google avatar

Gogo A.

Yelp
I'm a big fan of trying various fish & chips spots. This is a small operation in a food cart area. Nevertheless, the fish & chips are pretty good. No halibut; only cod. But not overly battered or oily. And the fries are big chunks of potato wedges. Come early. The Scotsman seems to sell out early, often.

Sandy M.

Yelp
We purchased 2 large orders. We all said, to each other, the batter oil tasted old. We mainly ate the fish. It has been great in the past, maybe needs to change the frying oil more often.
google avatar

Frankie K.

Yelp
Whenever we visit Portland, we drive a little further just to have these fish and chips! They are very delicious. Light weight, good flavor and hand cut fries. Cannot get any better than these fish and chips. Always order the haddock fish and chips!
google avatar

Fishio B.

Yelp
Fresh fish fried, a timeless combo done finely by the Scotsman at the BeaverTron food pod. A tad greasy the way I like it, potatoes perfectly fried a tad greasy! Mr Scotsman is surly whenever he chooses; a good dose of sarcasm is appreciated, even if I was the target! Haha
google avatar

Richard M.

Yelp
Everything is fresh and made with care. The best I've had in years. I'd say it's perfectly authentic but I've never been to Scotland or the Uk so I can't say for sure. I do love that my lunch was served in a sturdy paper container not plastic. That's very important to me. But never mind the container, the fish and chips was wonderful.

John B.

Yelp
Very light, crispy batter. Haddock is highly recommended. Chips are proper chips. Overall, excellent.
google avatar

Rachel S.

Yelp
The only place where I've had haggis! I was scared but I was pleasantly surprised that it doesn't taste bad. Imagine a lot pie without the crust. Definitely a must try just to knock haggis off the bucket list, at the bare minimum.
google avatar

Bryan A.

Yelp
I don't really understand the hype. It was very greasy and not in a good way. Doesn't even hold a candle to Bowpickers in Astoria.

Andrew B.

Yelp
Some of the best fish and chips I've ever had. Authentic and the Haddock was perfect.

Yelp
Rain, rain, go away, but nothing some fish and chips can't fix! Saturday a little after 11:30a and it looks like a few people and I had the same idea. Ordering a regular 4 oz portion of the battered cod fish and chips sounded like the perfect remedy to the weather. After 7 minutes, the beautiful piece of cod was large and so fluffy! Getting ahead of myself, the order comes with a little side of tarter sauce and coleslaw. Both the outside batter was thin and crisp, so freshly fried that it was falling off the fish and didn't mind the contrasting textures of soft fish to the crisp fried batter. The tarter sauce was definitely different than the "canned stuff" from restaurants and really enjoyed it with the entree. The coleslaw too was light and added that crunch as a refresher. I added some HP sauce on the side as the entree isn't seasoned so you control everything once your order is out. The HP sauce reminded me of a thinner A1 sauce with a different little tang, real nice balance than just vinegar. Quite a lot of chips and they are in between a wedge and flat fry so it was great, fried perfectly. A definite stop at the food cartels!
