Carts on Foster Is No More. Where Have Its Food Carts Landed? - Eater Portland

"Year of the Fish, known for its fish and chips, has relocated to Southeast 82nd’s Eastport Food Center. The go-to order is the Halibut and chips." - Nathan Williams

The Best Restaurants and Bars in Portland’s Foster-Powell - Eater Portland

"For a town boasting some of the nation’s best fresh seafood, Portland is curiously light on fish and chips options compared with Seattle or the Oregon coast. Located in Carts on Foster in the far northwest angle of the FoPo triangle, Year of the Fish offers creamy clam chowder for a cold rainy day and responsibly sourced fresh oysters; however, the core mission here is fish and chips, fried to the ideal crispy-moist balance. The cod is a solid option, but when fresh halibut is in season, few will regret spending a little extra to enjoy the north Pacific’s subtly sweet crown jewel." - Nathan Williams, Janey Wong

Google
Really good fish & chips! Just had the "Steel Head" fish & chips. It was delicious. I like how they have different types of fish. I will definitely try to come back and try a different type. The one I tried was a little like salmon.

Google
Awesome breaded fish! Lovely and crisp! You know it’s good because it’s served with malt vinegar! There are bowls of fresh potatoes soaking, ready to be fried! All very fresh! The Tatar sauce is perfect and tart too!

Ozaer Shah

Google
Incredible fish & chips made perfect. Not greasy, but crunchy & your choice of red snapper or cod with real english style chips. Add on a prawn for an ever better treat. Prices are unbeatable. Puts Frying Scotsman to shame.

letgomyleghoe

Google
Absolutely amazing fish and chips, very friendly, extremely clean cart. “Small” portion was deceivingly big, in the best way possible.

Google
BEST FISH AND CHIPS EVER!!! I got the Fish&Chips&Chowder! All of it tasted amazing! If you're hungry go here!! Located in the Carts on Foster. Happy Eating!!

Matthew Gordon

Google
Delicious fried buffalo prawns! Love the homemade fries. Quick service! Plenty of outdoor seating in the area. Friendly people working the cart!

Kimberly Walker

Google
This little food cart is something to write home about. The food is always fresh and delicious. We go out of our way for their fish and chips and clam chowder. Always make sure to order extra tarter sauce, talk about yummy! The breading on the fish isn't like your normal batter and fried greasy mess. It's crunchy, well seasoned and to die for

Shannon Graham

Google
Best fish and chips I've had in a while. This is my go to now and I think I've ordered it 1x per week since discovering! Great quality and nice sized portions. Friendly owner too!

Justin B.

Yelp
Best clam chowder and stealhead fish and chips. Best place to eat seafood around. We will be back for sure

Yelp
Friendly owners. Sizzling fresh food. Price was decent for a food cart serving seafood. I got the large serving for $16 and that was a good choice. I came after a review I read on Eater for FoPo area eats. I'm not a huge fried food fan but this place was good. I got the Steelhead trout fish and chips. Wait was ok they give you a buzzer so you can stroll around the food court. Took about 10 mins not bad. The locally sourced steelhead was a delicious surprise. Tender, juicy fish with crispy breading. Good seasoning. Fries were thicker so not as crispy but still hearty. 3 medium sized pieces of fish. They included ketchup for the fries as well as malt vinegar and tartar sauce for authentic fish dip. Wedge of lemon, too! All in a earth-friendly cardboard box. They take credit just fine. Very convenient location at Carts on Foster just down the street from where I was staying. So I walked back and enjoyed there. If you're staying you could probably cruise over to any local breweries or the bar cart for a beer to complement the fried food. Good time!!!

Yelp
One day I didn't budget my time properly so I was looking for lunch that wasn't fast food that I could eat in the car. Fish and chips to the rescue. I got the cod. It had a panko crust which sometimes I prefer to batter. They were a little bit salty for my taste but ever since I got COVID lots of things have tasted salty so take that with a grain of salt I'm not a tartar sauce guy but this is some great sauce. I feel like later I got a piece of tarragon(?) out of my teeth and reminded me of the herby yummy sauce. I scoffed at first at the chips. Very non uniformly cut but surprisingly all well cooked. I don't know if it's they type of potato but the skin was really off putting. But solid toothsome chips that a splash of vinegar helps a lot. If I end up in a similar position again I'll definitely consider coming back.

Yelp
This is a tasty little food cart on 82nd. It does take a little bit of a wait, but well worth it. And the tartar sauce is out of this world. If you're craving some yummy fish and chips, I'd say try them out for a friendly fun experience.

Susan P.

Yelp
So fresh!!! Their steelhead and halibut are amazing and their gluten free batter is so delicious and crispy! I'll definitley order from here again! Fresh and local!

Yelp
It is so hard for me to understand how foodtrucks - especially tiny trucks like the Year of the Fish - can pump out such great food. Well, that's a mystery I don't feel the need to explain. Becuase Year of the Fish has cracked the formula. If you're looking for fresh, high quality, easy-eating (not sure that's an actual expression) food . . . look no further than the Year of the Fish. Sure, there are much higher end places to gnosh on fish-n-chips or quaff a beer along with your clam strips - but dollar-for-dollar it is super hard to beat the Year of the Fish. Add to the catch (had to lay out a fishing pun ;-) the fact that the owner and staff are just such nice blokes - and this place should be a regualr stop for any of us that like fried things from the ocean. By the way - my mother (80+ yo) loves fried clam strips. She has a culinary mission to eat at every clam strip restaurant/cart/foodtruck in the Pacific Northwest. She gives Year of the Fish a solid 5-stars.

Yelp
Visiting Portland, stopped in with family at the food truck gathering in East Port. Amazing food!!! The snapper was local and fresh. Chips crisp and hot! Cole slaw with horseradish (yum!!!!) Friendly fast service! Thank you Year of the Fish!!!
google avatar

Tim R.

Yelp
Another impressive Portland food truck. It's really amazing how they can make such delicious and good quality food in a small space. They focus on fish and chips here and have a few other options, such as clams, chowder, and prawns. I ended up going with the combo plate that had cod and snapper. The fish was perfect and well accompanied by the fries. You don't really need the sauces for these, but those were a nice addition and made the food even better.

Debby S.

Yelp
I absolutely love their fish and chips. They're always freshly made and the recipe is very much like the English version. In fact, we're getting dinner there tonight!
google avatar

Andrew A.

Yelp
I've only tried the Clam Chowder and it was excellent. The owner was very nice. Will update when I go back to sample more of the menu.

Terry B.

Yelp
Best fish and chips in Portland. Great staff and service. The cod, Steelhead and clam strips will be your faves along with the fresh hand-cut chips. The tarter is off the chains also

Yelp
Year of the Fish is outstanding! I was walking around the area on my last evening in Portland, hungry (as usual) I found this little area full of food carts. Year of the Fish caught my eye immediately, but I initially kept walking, you know, playing hard to get with my dinner. I eventually came back and decided to order. First, both the man (who I believe runs the cart) and the woman who worked with him were beyond friendly. So nice. Was really nice. I could tell both loved what they did. I ordered the Cod (large) which comes with chips (fries) and a side of coleslaw. Fun fact, they have cans of RC Cola! Now, sadly they didn't have any while I was there so I opted for Squirt which was also a blast from the past. I waited about 7-8 minutes before coming back to the cart to pick up my food. Now being really honest, when I saw the large came with three, what sort of look like logs of Cod, I initially was disappointed. The large was $16 and I was a little surprised. To be honest, I'm not sure what I was expecting, I think it was the overall shape of the cod. I was expecting maybe larger pieces of fish. I don't know, but it was a me problem, not a them problem because the fish was perfect. It was so delicious. Each bite was more delicious than the last. The breading was perfection. The chips, delicious the perfect thickness and fried to perfection; perfect crunch but soft inside. Was out of this world. The only thing I did not like was the coleslaw because it wasn't as sweet as I typically like but the coleslaw itself was fresh and chopped nicely. Overall I really couldn't have asked for a better final meal in Portland. Fresh fish and chips hit the spot. I'd highly recommend. It definitely is the Year of the Fish.
google avatar

Vuong T.

Yelp
The cod was very delicious and I would definitely get that again. The tarter sauce was also good. The chips were okay. I didn't find that to be anything special but it was good nevertheless. The oyster shooters were also okay. If you're looking for some fish n chips, I'd recommend coming here. I'll be back to get some more cod and chips and to try the clam chowder next.
google avatar

Gracie P.

Yelp
This is my happy place. The halibut is amazing. Coconut shrimp - to die for. Fried calms - Yum! And I am not a clam person. Consistent flavor & texture. Nice folks. Can be a bit of a wait sometimes -- 15 mins, but well worth it! Just gives you time to meander across the street to the bubble tea place.
google avatar

Mike R.

Yelp
We loved almost everything about this food cart. You come here mainly for the fish, and the fish did not disappoint. We ordered three different types of fish and they all tasted great! They all had a nice soft crunch on the outside and nice and moist inside. They were not super greasy like some fish and chips. The fries were great, and the chowder was pretty dang good and had a great flavor. None of us were fans of the coleslaw. The horseradish in the coleslaw was a bit overpowering and tasted like there was a bunch of wasabi in the coleslaw. When I first open the fish and chips I was not overwhelmed with the quantity, however there were five adults and two children and we had more than enough food!
google avatar

Sandy P.

Yelp
I ate here four days ago, and I'm still thinking about it and talking about it! I had the prawns and chips. Let me tell you about it: Big, fat, juicy shrimp. Every spec of said shrimp coated in crispy deliciousness, yet not a drop of grease. A super tasty cocktail sauce to dip them in. And, of course, chips. Perfectly cooked, thin sliced potatoes on the side. Yum, yum, yum!
google avatar

Nicole B.

Yelp
I used to visit often when I lived closer to the Foster area food carts, Year of the Fish has tasty Halibut fish and chips. I like variances in my batter/breading, and they do a nice panko style breading, nice and crisp as long as you're not too far away of a drive for them to get soggy. I have several fish and chips places that I like to visit, and Year of the Fish is a place where if you're hankering for fish and chips, and chowder, they have you covered!
google avatar

Paul L.

Yelp
I had already been at four food truck parks that day so by the time I reached this park, I didn't expect to eat any more but I couldn't resist Year of the Fish. I ate some but took most of my portion with me as I drove around Portland and nibbled for the rest of the day. I guess that's some form of delayed gratification, right?
google avatar

Lucas K.

Yelp
It's not too often that you can find Pacific Snapper fish and chips. But this place has it and it's outstanding. I saw the gentleman running the place battering my fish before it was fried. It was cooked perfectly. Crunchy on the outside and moist on the inside. It was not greasy at all. Their tarter sauce is incredible. The fries could be better, but the fish is so good that I don't care. I've been back here several times and it's always great.
google avatar

Leslie C.

Yelp
I've been craving fish and chips for a while now. Today that craving was demolished by the golden perfection on my plate. Batter was crunchy, and fish fresh and moist. The tarter sauce should be sold by the gallon... it's truly the best I've ever tasted. Chips plentiful and all the vinegars/special sauces are there for the extra kick. Service was warm and genuine. My visit turned my grouchy day into smiles.

Kels H.

Yelp
Fantastic Steelhead fish and chips. Crispy, not overly greasy, fresh and fair priced!
google avatar

Chris M.

Yelp
My second favorite cart in Portland. The fish is always fresh. We like the gluten free breading, I actually prefer that over the regular breading. They are very polite and let you know how long it will take for your food to come out. I am surprised more people are not raving about the year of the fish. The food cart pod is great for people watching, and has plenty of seating.
google avatar

Tina B.

Yelp
This seafood was awesome the coating on the fish is the bomb the only thing I wish is that they had onion rings and maybe some other kind of shellfish like crab and crawfish love love love this place
google avatar

Andrew H.

Yelp
Crispy, yummy, fresh, tasty, lemony, spicy clam strips and some damn good chips (aka fries) to go with them. I believe that's the best way to start something like this. I haven't had a whole lot of experience with clam strips.... I've eaten many a clams in my time (I'll leave the jokes up to others for that statement) but not fried clam strips. I know it's more of a New England thing and yes they did have them down the Jersey shore but for what ever reason it wasn't a big thing for me. I've had them many times since and what I've had here in Portland (on two occasions) has been pretty darn good. Year of the Fish is within the Carts on Foster and there are several good choices for food here. This was very reasonably priced and for the large meal I got (see the picture) I added a side of homemade slaw to go with it and that was great as well. You get a bang for your buck here and the guy running the show was friendly. The clams were meaty and plentiful, the fries were crisp and just fried right and the slaw was just a bit on the sweet side, which was perfect for me. I can't say anything bad, because nothing was. Even the cocktail sauce had the right kick to it. Y'all need to find your way down here. Yeah, it's a hike for some..... but it's worth it. Plus there's also beer here within the Carts on Foster and the strip joints are right next door. How can you go wrong? Enjoy.

Mykael L.

Yelp
The fish was wonderfully savory ans the portions were filling. I had the steelhead and it was just so good and filling. I am a sucker for fish and chips and have been disappointed with most of Portlan's fish and chip option - but not with Year of the Fish. Wonderful.
google avatar

Yelp
Drove down to Portland from Seattle to visit some friends and eat some "fried" seafood and found this spot. Had great reviews, so I came over and order and it was delicious! Claim Strips w/ chips were amazing and I had my first taste of claim chowder - WOW!!!! Great place and great prices. Check 'em out!

Ryan D.

Yelp
We got the Ship, Captain and crew that came with one piece each of Cod, Snapper, Coho Salmon, and Halibut, with two Prawns, Clam Strips, Cole Slaw and chips. The batter was really good. One of the best fish and chips we have eaten in OR/WA. The prawns, halibut and snapper were my favorite. We also tried the clam chowder, which was pretty good too.
google avatar

Michael M.

Yelp
When we walked up to the food truck neither person was wearing their mask and when we asked if they wear them while cooking they said they try NOT to. During this time of Covid we didn't feel safe to order since they don't wear masks.

Theresa S.

Yelp
We stopped by for lunch on Good Friday. The halibut and cod plates were both yummy. We took our order to go and shared them with our grandsons. They both liked the fish though the eight year old loved the halibut. So did I. I recommend Year of the "fresh" Fish!
google avatar

Jessica H.

Yelp
Mmmm fish and chips! After hearing about Portland's food cart scene, I am so glad we were able to check out at least one during our visit. This truck was located in a food cart pod walkable distance from our airbnb. Ship, captain, & crew ($16)- came with 1 piece each of cod, snapper, coho salmon, and halibut; 2 prawns; some clam strips; cole slaw; and fries (chips). Served with cart-made tartar and cocktail sauces. We also drizzled some vinegar and squeezed a lemon on top of everything. The chunks of fishes were super fresh and moist on the inside, and the batter crispy and savory on the outside. I couldn't stop reaching for the clam strips, and they were very fresh and without the "clammy" taste. The cole slaw was delicious and unlike the traditional version -- it was very light on the mayo and citrus-y and refreshing. Very satisfying and it definitely hit the spot. Good for splitting with another person. Clam chowder ($4)- contains a bunch of fresh clams and potatoes. The base is flavorful without being super thick and rich on the cream. I usually can't finish an entire cup of clam chowder in one setting because of the cream, but I couldn't stop reaching for this! We got so much food for less than $30. Since it was raining, we appreciated the fact that there was a covered seating area (w/ heat lamps too!!). Beer is also served there if interested. Delivery and gluten free batter options available as well.

Miranda G.

Yelp
This place is amazing and the prices are fabulous! Super fresh and tasty! Don't let this simple food cart fool you...they are making some crazy good food up in there!
google avatar

Sierra T.

Yelp
Honestly, amazing food but terrible service. A woman was working and noticed me in line (since I was the only one out in the rain) and she didn't acknowledge me until a man (who I presume to be the manager) came in the cart. I don't know if I'd come back. It's sad, the food is to die for, but the service is not.

Nathan H.

Yelp
We had a hankering for fish and chips, and this place has a reputation for offering a variety of different kinds of fish. I got the steelhead and chips and my wife and kid got the halibut and chips. After eating the steelhead, I'm never going back. Yum.
google avatar

Bryan V.

Yelp
Had lunch here today the fish and chips were awesome definitely worth the money I will be back for more fish and chips
google avatar

Alexandria B.

Yelp
Don't sleep in this place-they are good! I came looking for a tuna melt and it was to die for! It was freshly made and had. Ripe, tasty tomato on it. I got some clam strips too. Very yummy, reasonably priced with very friendly staff. I'll definitely be back soon! Thanks for taking care of me.
google avatar

Clarissa L.

Yelp
Food: Buffalo clam strips- you get a handful of clam strips drenched in sauce..yum! But make sure this is the first thing you eat as they do get soggy after a few mins. Salmon- thick pieces and tasted fresh. Small cod basket- came with 2 pieces that were more on the smaller side. Fries were thick cut and lightly fried. Clam chowder comes in a small cup when ordering with the baskets. Price: $$ what you expect to pay for seafood. Decent prices for amazing food.. can't beat that! Customer service: Very friendly! Cooked our meal timely and laid out a bunch of dipping sauces! Seating: outdoors. If you go into the bar and buy a drink you can sit in a slightly warmer area. (if you're looking at the food truck, turn 180 degrees and that's the bar) Parking: free street parking Final takeaway: If you like fish and chips then you'll love this place!! Everything is cooked just right and tastes amazing
google avatar

Elysia M.

Yelp
Omg. The best tuna melt ever. SO GOOD!!! It was tuna, cheese, lettuce, tomato, onion and they even give you a lemon. Yes! They used to be on division and now they've moved over to the carts in the FoPo neighborhood. They have all sorts of fish, and fish filets, which I will be back to try! They used to have chowder, but it was crossed off their menu, why? I'm not sure? maybe they will bring it back? that would be superb! I will deifnitely be coming back here, though the tuna melt was good, it was probably $1 more than I would've liked to spend on it, but you do get chips with it? Is it worth it, what do you think?
google avatar

Aaron S.

Yelp
Truly delicious and fresh fish & chips, with great dipping sauces too! The clam chowder is really delicious, and has a great consistency that's more on the soup side than thick chowder. We made a LARGE delivery order and the food all arrived hot and delicious. It didn't suffer due to transit, and I can only imagine it's near perfection when you get it at the cart. Definitely the best fish & chips I've had in a while in Portland, and I'll be going back!

KB L.

Yelp
Incredible quality product and value. Better than most restaurants that claim to be fish food restaurants. Great customer service as well.
google avatar

Juliana S.

Yelp
Excellent spot. Owner is incredibly friendly and helpful. The gluten free is really good and so is the regular (planko style vs smooth). The chips are fresh cut potatoes-simple and delicious. Next time we will sub coleslaw for one of the chips. Also, the fish and chips have a key-yummy tater sauce. This place has it all.
google avatar

Krystal A.

Yelp
Delicious! Had a great time ordered fish and chips and oysters . The raw oysters surprisingly was really good considering it's a food cart in Portland. I even would say the best I've had and I like to get them wherever I see them. It's been two years + and I just looked up to see if the food cart was still there and decided to review whilst my mouth was watering.

Moe K.

Yelp
Super clean food truck. The coconut shrimp.(. They should be called prawns) were huge and excellent.. Clam chowder was super, not to thick. not to thin. Tarter sauce had great flavor. Will be back to try the fish n chips...

Ashley F.

Yelp
Perfection! I've been wanting to try this place for a while and I'm so glad I made it over there today. I got a cup of clam chowder and a small clam strips with chips. Everything is soooo yummy. Even the cocktail sauce is extra amazing. Clams and chips are the perfect amount of crunch on the outside and soft in the inside. Clam chowder is the right amount of chunky and has plenty of flavor. Can't wait to got back and try the fishwich and everything else on the menu.
google avatar

Julia G.

Yelp
Excellent gluten-free fried fish. The batter is light and crunchy. The fish is always perfectly cooks. Homemade chips are fantastic dipped into the their tartar sauce.
google avatar

Dana S.

Yelp
Delicious fish and chips at totally fair prices, and nice folks in the cart. My husband tried my gluten free fish and actually preferred it to his glutenous fish. They have a dedicated fryer for gluten free items, so your GF fish and chips are 100% GF. They also deliver with caviar. How could it be any better??
google avatar

Michael O.

Yelp
Definitely one of the best carts in FoPo. Really recommend the Halibut and Chips, their Chowder, and clam strips. Very delicious.
google avatar

Bret B.

Yelp
I arrived here just as the cart was opening. I think that the owner is a truly AWESOME guy. We talked about a number of things before he was ready to take my order, and I enjoyed it. He had a number of fish on the menu, but ling cod wasn't available, so I went with rockfish, another favorite. The fish excellently cooked, crisp on the outside, and moist on the inside, but I'm just not a fan of the panko coating. My real issue was the chips (fries). Yes, they are hand-cut. Yes, they were crisp, which I love. But, most of them were burnt. For me, 1) fish and 2) chips both need to be excellent, and the batch of chips I received couldn't even be salvaged. The larger pieces had potential, but most of the fries went into the recyclable dumpster at my home. Such a shame. So, I ended up with half a meal, with wasted food, which hurts me. One part of me wants to return, but with cash flow as it is, it won't be anytime soon. I'm sad that burned potatoes is my lasting impression of the Year of the Fish. Maybe if I had had the clam chowder, which I see people raving about, I might change my mind. Oh well. I make a pretty damned good clam chowder myself.
google avatar

Heidi L.

Yelp
I love their fish, fries are not great. Excellent location for eating in the cart pod. We eat here a couple times a month.
google avatar

Mitch C.

Yelp
I just had my first bowl of clam chowder from Year of the Fish. It was inexpensive, it came out really fast (within seconds), and it was great! Want a quick, cheap, good bite? I highly recommend the chowder. $6.50

Diane W.

Yelp
Edit: After leaving my review, I scrolled down reading a review in which the writer states that the staff weren't wearing masks. This was not our experience. 2 people working in the cart; both wearing masks the entire time. In fact, my date forgot his own mask, and was given one by the staff. -- -We live on the west side.. and wanted to meet with someone who lives out in East County.. a perfect spot would be the carts on Foster. Worth the TRIP!! I have enjoyed Year of the Fish multiple times.. consistently I looked forward to the cod fish n chips; I've always been glad and so happy with this meal.. well this time I ordered the shrimp, my date ordered the Ship, Captain, and Crew plate (One piece each of Cod, Snapper, Coho Salmon, and Halibut, with two Prawns, Clam Strips, Cole Slaw, and, of course, Chips. Served with Ed's AmAzing, delicious Tartar.,... love that sauce!!) and our friend ordered the Clam Strips... right next door is a cart of Latkes.. so, yup, we shared a latke. Ya'll... I am SO glad I got out of my happiness bubble and tried the shrimp! These prawns were so tender and naturally sweet; just a party in the mouth.. Ed cooked them to PERfection!.. OMG, every bite a sheer joy. The crunch is delectible. The flavor, so satisfying. My co-diners were in as much heaven as I was... I shared shrimp, and enjoyed some clams... My date was busy bragging about his halibut, and the salmon, while our friend's mouth and smile were busy on the clams and chips. The night air was brisk, but there's a fire-warmed eating area that is comfortable, inviting and a fun casual atmospher.. Our friend ordered a cold glass of hard cider.. I'm telling you: GO TO YEAR OF THE FISH! .. I'm convinced that you'll be glad with anything you order. Try the latkes next door. Tell 'em you've read great reviews. Ask questions; Ed's a great guy!
