"I read that Portland officials cited Eddie Dong’s restaurant for “continuous, frequent, or repetitive odors,” a finding that directly contributed to the business’s closure; files obtained by Willamette Week show Dong plans to sue the city, and a tort claim notice was sent on April 9 by lawyer Julie Parrish alleging economic and noneconomic damages from what the claim describes as the city’s subjective, selective, and disproportionate enforcement of codes.
