"When I visited Rincon Tropical in Southwest Detroit, owner Liziada Moreno had reopened the Puerto Rican restaurant and nightclub at 11 a.m., but business was slow; she removed half the tables and spread out chairs at the long bar to meet distancing rules, posted city signage about dining rules, required masks for all employees interacting with customers, and provided hand sanitizer at the counter.
