Small place with friendly staff and only 4 tables (2 - four tops, and 2 - two tops). This used to be Rui Hua, which served a variety of noodle, rice and dumpling dishes. Looks like they renamed the place and modified the concept to be more dumplings, beef pho, stewed beef noodle soups, and other finger foods.
The bowls of pho and stewed beef noodle soups are huge and very generous with the amount of beef as well. There was also plenty of broth as well. The noodle soups were solid.
Xiao Long Baos (soup dumplings) and the Pan Fried Pork Bun (Shen Jian Bao) aren't bad, but the filling could be made better to produce more broth inside as they cook.
Boiled dumplings and wontons are solid and good. The wontons in chile oil, is just that in a red chili oil, not the red chili oil with the dried chile flakes in it, which has a bigger depth of flavor.
Their pan fried chive pockets are huge and very good as well. The beef roll, while tasty, was not as well made as other Shanghainese places.
Their specialty, as well, are these little baked flaky pastry rounds that are fille with either red bean (sweet), or daikon (savory) or ground pork (savory). They're tasty be can be a little dry.
Cash only for this place. Nice place to grab a quick bite of either beef noodles or dumplings/wontons, or for both. They also sell frozen dumplings and wontons in bulk as well.
