The prices here are pretty unbelievable. Every time I visit I feel like an idiot for having shopped at Safeway or QFC the day before. A good chunk of the selection is consistently half the price (or less) of what you'll find at chain grocery stores. I'm particularly impressed with Rising Sun's reliable rates on apples, bell peppers, leafy greens, pears, sweet potatoes, tomatoes, onions, shallots, and squash. The variety is also plentiful, but the options do rotate a lot. The quality can be great if you inspect your selections before buying.
If you walk in here with a five dollar bill, you can walk out with a respectable bag full of a spectrum of fruits and veggies, especially if you stick to the specials. For example, today the brussels sprouts were $0.89/lb, tomatoes $0.50/lb, and broccoli $0.88/lb. There's always some "wow" deal somewhere in the stands, so visit often.
I see people here complaining about the quality of the food, but honestly, I think most people have distorted ideas about what natural fruit should look like. I don't mind a little dust or discoloration on my Braeburns. Every time I take a bite out of something from this place, the texture and taste have been wonderful. Can't say the same for the shiny, wax-coated, plastic-y "perfect" fruits that I've eaten from Safeway.
As for the cons, the prices are not good at all for non-produce items like bread and jams, but I guess they need to make a profit somewhere. The nuts and dried fruits are also very expensive per pound, especially compared to places like Whole Foods or Trader Joe's. Same for the refrigerated stuff. Stick to other sources for things like dairy, tofu, sodas, etc. This is not a general store.
If you keep yourself to the produce bins, you'll walk out of here with a surprisingly low total and a lot of food. Don't forget to bring cash (or check) as they don't take cards!
