"Located at the southern end of the city, on the other side of El Cerrito, Saigon Harbor has been one of the East Bay’s most popular dim sum destinations for years. You’ll find solid versions of all the classics here, but the fried taro puffs and the stir-fried turnip cakes with X.O. sauce are especially great. The restaurant has been offering most of its steamed and fried dim sum items for takeout, and it’s also set up an outdoor dining area next to the parking lot. Walk off the steamed bun–induced food coma by walking over to the big 99 Ranch plaza next door to do your weekly grocery shopping." - Luke Tsai, Eater Staff

"Mostly I’ve been missing dim sum. The last real sit-down meal that I had before shelter in place was dim sum at Saigon Seafood Harbor, in Richmond, and I bet that’s where I’ll go first once full-on indoor dining feels safe. — Eater SF food editor Luke Tsai" - Eater Staff

I’ve been many dim sum restaurants in Bay Area/ Asian countries. It was my first time being in this neighborhood. Not sure about this restaurant, turned out it was a good experience. Foods were good. Many choices of dim sum. Service was good. Spacious and clean. Parking is limited. Will definitely come back again if I go to East Bay.

The dinner plate is extremely big portion. The taste is good. 1. Buddha vegetables 2. Salt & pepper pork chop 3. Half of a duck 4. Clay pot fried rice 5. Stir fried clams with black bean sauce I like the salt and pepper pork chop, the pork chop is in thin slice, and the salt and pepper is deep fried. It’s delicious Clay pot fried rice is so good, I like they add some small fish roe. The Stir fried clams with black bean sauce is just ok, not up to the street level standard.

We are in the area and saw Saigon restaurant wondering if is the same in South Bay. And dimsum selection is not as many as in our neighborhood. But food is fresh and tasty also good service. Giving a 4 stars review only because lack of food selection.

Nice dim sum experience with carts and Chinatown style but without the parking issues and a convenient free parking lot. Gets busy around 11, egg custard buns and baked BBQ pork bun are amazing!

Very good Chinese cuisine. Nice fresh steamed fish, shellfish and roasted meats. The prices are fair. I definitely recommend this place if you are in the neighborhood. Better than Pearl up the road.

Excellent both when ordering off menu or Dim Sum. Even when filled to capacity Eric and his bustling staff are very very good. Attentive and fast responding. The food. Oh the FOOD totally amazing. Fresh fish and crab dishes. Vegetables crisp and delicious. Hey just go you will not regret it. To avoid a longish wait on Saturday dim sum lunch go at or after 1230pm. Eat well

Quite authentic dim sum. Good quality in US standard and average quality in HK standard.

Ok small business Vietnamese restaurant in Old Town Monrovia. Nice server but the chicken was pretty dry in my Veggie Delight. I’ll need to come back and try their vermicelli and pho to make a better judgement.
