Technically a 3.5, but giving them the 4 since the staff were very friendly, and I've only been once.
Tl;dr efficient rice noodle chain that gives a nice variety of toppings and has solid appetizers. Friendly staff and convenient-ish location next to 88 marketplace.

Came here the other night and my friend and I both got the weekday combo set: 20$ for appetizer, jasmine tea (your choice of sweetened, unsweetened, or half and half), and choice of rice noodle. I got the original and my friend got the spicy. We also got the Taiwanese-style fried chicken pieces and cucumber salad appetizers.
The staff are very friendly and accommodating. My friend had a number of dietary restrictions and they kindly subbed tofu for the beef rolls, and fried tofu puffs for the ham. They also let us get half-sweetened jasmine tea.
It wasn't super busy on a weeknight, and the space they have is big and good for various group sizes. I liked that they have a small self-serve toppings station. Food coma out quickly and service is very attentive. Menus and staff seem to be fully bilingual, too. The variety of toppings is great and comes out displayed very prettily. Portion sizes are quite generous, especially if you get the set.
Now onto my nitpicks. The main issue I had was that my original rice noodle wasn't that flavorful, and there was a slight grassy flavor I didn't like. Adding some chili oil and other toppings helped. I realized later that the grassy flavor was also from the rice noodles themselves, and not the soup or any specific topping. Not sure what's going on there, but I'd definitely order a stronger-flavored soup next time. My dining partner didn't seem to have this complaint, so it might just be me... another nit is that the jasmine tea is pretty weak, and you get a pretty small cup. They may do refills, but we didn't ask.
As for the positives, the broths were both pleasant and comforting. The appetizers were surprisingly good, too. The fried chicken especially was a decent size and very tender and flavorful.
