"Congresswoman Sheila Jackson Lee's office and the NACC Disaster Service (a coalition of Christian churches) will begin handing out bottled water and groceries at 1 p.m. Thursday at 3018 Emancipation to provide relief to Houston residents hit by the severe winter storm—many of whom have been without water or power for more than 24 hours and are under a boil-water notice.
