"There’s one guarantee at Capital. Every single table at this old-school Chinese spot will have at least one plate of salt and pepper wings. The menu dubs them “Famous Chicken Wings” and it’s a well-earned title—the skin is light and slightly puffy, and there’s no sauce, so the flavor of the chicken and jalapeño garnish comes through in full force. Cantonese classics fill up the rest of the menu, and though they’re solid, they’re not memorable. That said, it’s still a great choice if you’re in Chinatown and need something quick—even if the dining room’s full, tables turnover quickly.
