"Every so often you want a bar that just makes you feel like the shiniest version of yourself. The Refuge, a 10,000-square-foot, double-high space inside the landmark Kimpton Clocktower Hotel, is the pinnacle of that. The City Centre building is turn-of-the-century excess incarnate: stained glass, a marble and bronze staircase, an interior Victorian winter garden.
