"Though you can dine alone (you’ll be seated at a communal table), Phnom Penh is best experienced with three to five hungry, decisive friends. And it’s important to choose friends who won’t flinch at doubling up or going off-script at this flavour-packed Vietnamese-Cambodian fixture in Chinatown. The wings, golden fried and dusted with salt and sugar, are our favorite in the city, with a lemon-pepper dip and a deliciously messy scatter of fried garlic you’ll chase down to the last shard. Tied for top-billing is the butter beef. Ultra-thin slices, tender from the soy vinaigrette, feel bright and rich in the same bite. Everything here is great, and everyone else knows it too. There’s almost always a crowd lined up out front, even in off-peak hours. The menus are taped to the window, street-facing, which could either be preparation or torture, depending on your level of hunger. No matter what, you’ll want more than one order of wings." - Michelle Sproule
