"I heard from David Schmidt, co-owner of Club Pelicano (and Pamplemousse), who questioned the BDC's decision to exclude bars, saying he isn't sure whether he'd need to apply and that singling out any small businesses is problematic; he also pointed out practical ambiguities—'What constitutes a bar?
