"Tipsy Scoop is a New York–based chain that’s going national in the hopes that people will want ice cream that gets you drunk. Not like drunk drunk, since the ice cream here tops out at 5 percent ABV, but pair it with a cocktail — which Tipsy Scoop also serves — and you’ll get there.
