Hai Yen’s shrimp-filled tapioca dumplings or beefy bo la lot are excellent starters. Their bún bò Huế or phở dặc biệt could go for broth-to-broth with some of the city’s best bowls. And for anyone who has a “rice is mandatory at every meal” mindset, pairing it with lemongrass pork chop or saucy bò lúc lắc is a wise move.
